`allow_legacy_tx_files` - allow non-signing and non-sending operations with
legacy non-JSON transaction files (disabled by default)
`forbid_version_mismatched_tx_files` - forbid all operations with transaction
files with missing or mismatched version number (disabled by default)
Refer to the cfg file sample for more details.
